Did this start once your tower was a certain height or has it done that since the beginning?
If you were playing logged into Game Center you can delete and re-install to restore from the server.
Visit a neighbor or force quit the app. Has your clock setting gone backwards lately?
Try deleting it and building something again.
Update in approval to fix this. For now you can either play connected to wifi or log out of Game Center.

You've been running connected to the internet the whole time? Are you logged into Game Center?
Sounds like you've been messing with the Date & Time settings. That will cause problems.
Try making sure you have wifi on or log out of GameCenter.
