This is correct. You can't have more than 8 AP at any time. We put this is place because at one point I had 18 AP and it was a bit broken ;)
Funny you say this, because this is how it originally worked. It was difficult to do on smaller screens.

I think the objective clearing is bugged, you can just move to the extraction point and the mission will end.
Also what device your using would be great. This seems to affect phones mostly, if we can confirm this, it will be easier to fix. Thanks.
