I'm gonna guess there are 3 gangs (like in rio). The Las Vegas Mafia, some biker gang in the desert and a bloods/crips knock off (black/Spanish gang)

Gangstar 2 released 1.5 months after the announcement, gangstar 3 was 2 months after.
