I don't think it does. Keep in mind my bash tree is at +23 to skills and slash tree is at +21 and it still feels like Sp consumption and cooldown...

Death Knights should drop it. Seeing is how there just souls in "Empty Armor" lol.
You can find the drop locations in the uniques list.
Steel Peels I believe you can get from high rank lizards and Snails Edit: Is it me, or is the Uniques list full? lol
I stated in another post and I think a few others that you do "Not" need to buy any IAP.
