As far as the big name dev's go, the winners are EA Mobile and Gameloft. For the smaller dev's, Gamevil, Chillingo, Firemint, and Com2uS are good...

It has risen to $2.99 now. But yes, Airport Mania and Sally's Salon are the best TM games.
I highly recommend Sally's Spa. Supermarket Mania is decent too but lacks the depth of some other TM games.
