Haha... leveling up is pretty hard now. It's extremely worth to deliver BUX since 1 bux is 500 or even better (more bux > more coins > more exp)...

Those guys didn't earn their levels normally, they have no idea on which level planes are unlocked :) Savestate hacking involved for sure :P
Fogbuster is unlocked at level 20. Sequoia is unlocked at level 22. I believe Cloudliner might be even level 30 -.-
