It might seem "idiotic" to do so, but any application that runs 3rd party libraries, scripts or other types of code can potentially be made to do something that essentially damages the end-user's experience of the Apple product. My _guess_ is that Apple would allow such an app if it was limited to emulating roms which were part of the application (ie, it could not be extended in any way).
